At what point in the empennage or wings is the Tight Fit angle drill
attachment needed? Avery took theirs out of their kit, citing
quality problems. They don't want to have to stand behind crappy tools
and only want to sell good ones. Is the Tight Fit angle drill even
used, and if so, how often?

I believe that it's needed in the rudder but I finished mine a while
back and don't have the plans in front of me. My recollection is
that it was not needed much - just a handful of holes. BTW, I
apparently have the one that they took out of the kit...

I used mine for the first time on the HS to final drill a support
bracket to the HS1004 inboard ribs. I got if from Avery and it
worked fine for what I needed.

Oh yes, it is used. It was one of the handiest tools
I had. I bought the cheap one from Avery, it is very
low profile, and has threaded bits. I used it in all
parts of the kit, mostly in the fuselage. It is not
required, but I don't know how I would have done
without it.
Next time around, I may just splurge and get a right
angle air drill as well. This way you could use
regular bits, and have the power and speed of air.
The drill attachment variety would still come in
handy, though, as it is very small, and would get into
places a right angle drill would not.

You will use the angle drill when you drill the web and inboard 2
ribs of the Horizontal Stab. Since then I have only used 1 or 2
more times.....but here again, we are on the first of the kits also.
