I have noticed that most RV's have small "N" numbers on them. Is there a special rule
about this?

Didn't get your name so I'll use Sir, You can find the info you need
in Advsory Circular 45-2A 6.E and 14CFR Part 45.22. Experimental
aircraft that don't exceed 250 knots in level flight can utilize 3 inch
numbers.
One cool thing, if your aircraft design is 30 years old (the RV4 is
1978, getting close) you can use NX in your N number instead of N and
forgoe the "experimental" label on the airframe.

Not really. My reason for having 3" N numbers is for privacy reasons.
I don't really want people on the ground reading my N number. 12"
numbers are only required if you fly beyond US borders to other
countries. There may be other rules in effect in Alaska, Hawaii, or
Puerto Rico so don't hold me to rules in those locations.

There are regulations about N numbers. It has been a long while since I read the regulation so don't quote me, but I believe if the aircraft has a cruise speed of 200mph or greater it must have the larger N number. The 3" numbers are the minimum size required on everything else. Some builders have put the larger numbers on slower aircraft but most would agree the numbers detract from the paint scheme. Some have used fancy graphics to make the larger numbers more attractive.
