You know how on drawing 31 it has three big notes and arrows that say
"Notch longerons" not the bar that attaches to F-412...

I have a lot of tight rivets to drill and rebuck. Any suggestions?

How about getting some new bars and notching the longerons as per
plans, then use Cherry-max rivets to avoid any bucking. At least as
strong, but drilling out the old rivets will still be a bitch!
Use the old bars as jigs to pilot drill the new ones.
The Cherry-max rivets are slightly larger diameter so no worries if
some holes are a (little) bit chewed - you will automatically clean
them up when you open out the holes.
Hi-lok bolts would also do the job if you can source them - even
regular bolts and lock-nuts as edge distance is not critical?
If I recall correctly at one location the longeron is notched while at
the other the bars and bulkhead are notched - no chance of some
confusion?

Just to be clear - I assumed you were talking about the rather stout
bars used to attach the HS rear spar which I just noticed is F411 not
F412. Am I missing something? Maybe I better dig out the plans!

I just did it. Notched the longerons at the top, the bars at the bottom.
Don't want to damage the bars in the area where they the most torquing
motion from the horizontal stabilizer .

Affraid not... I notched the bar top and bottom. Pretty
straightforward goof. I'll drill it out with the right angle, make a
new bar using the old as a template, re-buck (solid) and lick my wounds.
