The data proves my theory that I have a "bad" #12 drill bit.

Drill Bit stamp / size Micrometer Reading
(as seen on bit)

1. #12 0.1893 (this is the good #12 bit)
2. 3/16 0.1877
3. #12 0.1850 (this is the bad #12 bit)

No wonder the AN3 bolts wouldn't fit.

End of story

Learning: Just because a drill bit is stamped, doesn't mean it is
accurately sized. This was not some cheap bit I picked up from a
flea market. This bit was purchased from Avery.
