How do you remove a strip of the blue covering vinyl over the rivet holes
without removing all of it?

A soldering iron will do the trick. Do NOT use a razor blade!

Take a pistol-grip soldering iron and round off one of the soldering
tips into a smooth ball. Just pull the trigger and run it down the
rivet lines. Works like a champ.

Maybe the following was too obvious to point out but I
thought I would for anyone missing the point. When
you cut a piece of glass or sheet rock, you scribe a
line down where you want break either with a knife or
class cutter. When you snap it, it breaks along the
line. If you remove the skin vinyl on your RV project
with a knife and leave a small line down through the
sheet metal, then you are just inviting a crack and/or
break to form there.
