My first rivet job and already I'm confused.

Is it possible that there is a mistake in the plans in the size of
the rivets called out for this assembly ? the plans state you should
use 470ad4-5 rivets to hold the two plates and bearing together, but
there is no way I can get a large enough shop head to pass the Avery
measuring tool test with this length rivet. If I do then the rivet
won't be high enough. I'm using the -4 tool. what am I missing?

You're not missing anything. You're learning that the plans are not
always accurate. Use whatever size rivet is required to achieve the
proper shop head.

I put ALL rivets into labeled plastic parts drawers. This way I can easily
find the right size rivet for the job at hand. Robert is 100% right. You
will soon learn to judge the correct rivet size by looking at it sitting in
the hole, when have you gauged a few shop heads. Happy building.
