As the static air line reaches the baggage bulkhead is it meant to run thru
the tunnel
because I don't have any openings other than the rudder cable bushings.

There's a callout for snap bushings for the static line through the F-706,
and F-707 bulkheads. It's up on the left side just below the longeron,
although I don't think it matters which side you run it on. Detail C on the
bulkheads DWG (IIRC)...

No not through the tunnel. It goes through the F706, baggage wall support,
F705, then under
the arm rest. The plans call for the penetration point in the baggage
support rib (part # ?)
to be about 3/4 the way from the bottom of the fuselage. However why not put
it through
the baggage support at a point where the baggage walls (assuming they are
removable) cover
the support. This is what I did and there is no worrying about snagging it.

Drill a hole and put in a bushing for the static line.
