The construction manual says to install the fuel tank with about half
the screws and bolts before riveting the top main skins. Is there
any reason not to install all bolts and screws? Are we taking the
tanks off for some reason after this point?

Tom - Recent posts have disclosed that the wings are easier to fit to the fuselage with the tanks removed so not installing all the bolts seems to anticipate removal at that time. I'm not there yet so maybe there will be a more detailed comment from someone else.

I put all the screws in mine. I could not see any reason the remove
the tank from the spar.
Worst case we got to pull some screws.

Tom,
I've seen it said that Vans recommend deinstalling the fuel tanks before
fitting the wings - though I can't find a refernce to it in the manual.

--I put all the screws and bolts in when I did mine. Wanted to make
sure they all fit. I don't remember if I had to remove them again, it
seems that i might have had to at least once. But am presently
fitting the wings to fuselage and nowhere ,that i can find does it
say to remove the tanks, in fact i don't believe it would work
properly with out the tanks attached to the wings. good luck fred -
