Since the answers I got seemed contradictory, I sent a request to
Van's tech support. This is Tom Green's reply:
Yes, you may remove the tanks later for installation of the wings on
the fuselage... so it is just easier to only put a few in... it is
that dumb... Tom at Van's
This answer also seems vague to me: "You MAY remove...", not you must
remove, or you should remove, but you "may" remove. Seems like he's
saying it's your OPTION. Oh well, I'll take this to mean they think
it is easier, that's why they tell you to initally install it with
only half the bolts and screws.
