Last night I clecoed the rear fuse together (these are exciting times). The
row of rivet holes that attach the tail cone and side skin to the J-channel
do not line up (the misaligned holes are in the skin, the J-channel is not
drilled). The holes are misaligned vertically and the misalignment distance
seems to be about the diameter of the holes. This misalignment distance is
consistent all of the way down the tailcone (ie. it does not walk). The fuse
has zero twist at this point. The tailcone bulkheads are clecoed to both the
tailcone skin and side skin and the bulk head flanges are flush with the
skins.
A couple of things that I thought of trying were 1) take the blue plastic
off of the metal and 2) re-clecoe in a different order. I am not sure that
will get me all that much though. Any other ideas?

I just did this and at first had the same problem. Had to take the blue
plastic off. Had to adjust the bend in the bulkhead "tabs" (the folded
over part) and used a die grinder to gently adjust the tabs where they bend
because they don't make a compound curve very well on their own. Then
gently used a tapered punch in the holes to coax them into position. It
was tight and I suspect there is a small design error here in hole spacing.
However after many words of persuasion, it finally fit.

The tail cone is the only part in the entire airplane that doesn’t fit
well. I had to rebend it fairly severely, but then the holes aligned
within ½ hole.

Same here. Our tail cone was a bugger to get lined up. And even
then the holes weren't exact. I have heard of the holes being off
enough to warrant larger rivets, but fortuntely we didn't have to go
that route.
