I am having a difficult time with HS 702 and the location of 404.
The plans show to place 404 on the bend line 5 3/16th from the center
line. With this placement the flange on 404 will not clear the ear on
714 on the left side. On the right side there is an additional 32nd
for clearance. It would seem that I should reduce the ear on 714 and
place 404 5 3/16th in order to match the rivet line on the skin. Is
this correct?

I don't recall having any problems with that fitup. Make sure you have trimmed all the parts according to the plans (710, 714, 404, 702 and lined up all the holes with reference to the centerlines and made the bend at the correct location with the correct radius.

I've dug the plans out to take a look at your situation. It looks
like your concern is that the rib is striking the flange side of
the 714. This is not unusual.

In fact, on MY drawings (which admittedly are a fw years old )
there's a notation Section A-A that says "trim HS614 (now called
714) flush with the edge of 601pp (the skin)

So you should feel free to trim back that flange a bit to allow the
rib (and, hence, theskin, to fit)

Now, keep in mind, that the construciton steps have changed since
these plans came out. Back then we built the entire skeleton in a
jig, before we did anything with skins. But I don't think here you
need to do anything other than trim that ear.

Stay with the dimensions as called out, make sure your bend angle on
those pieces is correct, and you should be fine.
