I have two questions on two different subjects...

I finally got my wing kit on order. While waiting for it's arrival, I
thought that I would install the fiberglass tips on the empennage. I
noticed that a lot of people put filler on the seam of the tips and
blend them in with the stabilizer and control surface skins. It looks
great but is this a good idea? Many airplanes that I have flown that
have a little age on them have tips that crack significantly in time
and require repair (including the Cessna that I am currently flying).
I had new tips put on the HS and VS on the Cessna about 7 years ago
and noticed that I am getting hairline cracks once again (then again,
maybe its my landings :o) ). Is it possible to repair cracked tips on
the -7 once they have been filled and blended?

I am getting ready to build the H-frame jig for building the wings.
What is a good way to anchor the legs on a concrete floor. Can this be
done without drilling holes in my floor?

On the jigs for the wings, I made my posts out of doubled 2x4s that fit snug
between the ceiling and the floor. I screwed then into a 2x4 that spanned
between a pair of ceiling joists (through the sheetrock). Once plumb I put
a heavy bead of silicone caulking around the base and they haven't moved in
a year.

Ben -
I attached all my fiberglass tips with screws and stopped the blending and
filling at the joint - no filler on the aluminum.
Every one that I've seen with blended tips has cracks where the glass meets
the aluminum. An alternative would be to go ahead and do the blending, then
score the separation line before paint. The cracks will be more likely to
follow the cut, and it looks like you did it on purpose.

For the wing jig posts, I put a gob of Liquid Nail on the floor, stuck the
post in the glue and used galvanized straps to screw the tops to the
ceiling.
A little MEK or acetone and a putty knife will get the glue off the concrete
when you're finished with the jig.

Ben, I drilled holes in the floor to make sure that the posts don't move. The holes can be filled in when finished with them. I am building in my hangar at KRCR, Rochester, Indiana.

On the emp tips... I plan to fill them in per Van's plans when that time comes.

I built in the basement and the floor joists were available. The posts were
long enough to reach several inches above the bottom of the joist. I used two
large C-clamps per post. With one C-clamp, I could squeeze the post to the
joist. With the other, I could put one end of the clamp on the top of the post
and the other end under the joist. Thus, the clamp could squeeze the post
downward and "stick" the bottom end of the post to the concrete.

I had heard of posts warping and I could tap the bottom into place. I used
four plumb bobs and just left them on the wings and checked regularly.

These approach took about 10 minutes to set up per post and several minutes
to take down when the wings were removed.
