When countersinking the trailing edge wedge it leaves a hole somewhat
larger than the #40 hole that was drilled. It appears to be unavoidable
since you are countersinking both sides of a fairly thin wedge but I
thought I would ask; Is this normal and correct?

I would guess the two rudder skins will fill most of that space.

On mine it was the same. I was very nervous on doing this procedure
correctly, but in the end the results were very nice. Both sides of
the bucked rivet looked exactly the same. You would have to look
close to see which was the head and which was worked.
