Does anyone have a good way of countersinking the trailing edge wedge
on the rudder and elev? Im finding there is no way to countersink
without taking too much out. I have already drilled all the holes as
per the plans/instructions, so I cannot move the wedge.

If it's too late to move the wedge back a little to get into more meat, then I suggest that you clamp it down to a piece of wood when countersinking so that the pilot of the countersink will be able to dig into the wood, thus stopping wobble.
This works better in a drill press with a good drill vise, clamped down to the drill table. It is not uncommon to see the resulting rivet hole be larger than the rivet shank once you've countersunk from both sides. This is OK as long as your skins are dimpled correctly. The wedge is going nowhere once all the rivets are set. If you have doubts, you can wipe some ProSeal into the holes, or better yet, order a new piece of AEX and try again. This might be your best bet anyway, since things can go downhill in a hurry when it comes to trailing edges.
