What stage of assembly are we supposed to rivet these skins on? I'm
at the point in the instructions of "fitting" them, but find no
referal as to actually "riveting" them. Just curious as to when
others who have been there actually riveted them down permantely?

Put the skins on when you are ready to have some of
those photos of the plane swallowing you whole. :)

I would get the static system in before the rear skin.
The forward skin can stay off until you are ready to
put the canopy on. Makes it much easier to install
the ELT, strobes, alt hold, etc. with the skin off.

As soon as you think you are done accessing
the part of the fuse they cover, it is OK.
Don't forget:
- Static ports and tubing.
- Rudder cables threaded through the bulkheads.
- Wiring to tail (if you aren't ready for wiring,
either run a conduit or thread a string through
snap bushings so you can pull your harness through later).
- Elevator bellcrank adjustments will be slightly
less convenient, so you may want to adjust your
pushrods.
- Anything you may want to mount behind the baggage
bulkhead (AP servo, strobe supply, etc) will be harder
to access.
- Since you have to crawl inside the tailcone to back
rivet the skins, do it before you put gear legs in.
