I would assume they are, since I've never heard it mentioned as being
a problem. The plans call for quite a bit of trimming of the
counterweight (mostly for fit inside the end rib), so I'm sure if you
needed a little more weight you could leave some extra lead.

I found I had to add additional weight by re-molding the counter weights to compensate for the electric trim. I also made a mod to the trim tab by splitting the skins and using the AEX wedge along with metal stiffeners. The mod combined with the electric trim, definitely requires additional counterbalance weight.
