Is is necessary to bevel the entire length of the overlap of the
wing inboard and outboard skins, front to aft. Drawing 11 has two
sections that detail this. Section D-D says bevel the inboard skin
and Section C-C says bevel both skins. The manual (pg 7-4) states
that "only the corners - not the entire edge - of both skins are
beveled using a file, sanding block, etc.". Is the manual referring
here to the leading edge of both skins, or the edges that overlap?
Suggests/advice great appreciated.

Mike, I only beveled the upper corner where the two skins meet. I
beveled the inboard skin from the top with a die grinder, and did the
same for the bottom of the outboard skin. You do this so the edge of
the tank will be flush with this joint. I did roll the edge of the
outer skin a little so it would sit more flush.

You are just supposed to bevel the corners. However, be very
careful on the TOP skin. I beveled my left wing so the corner edges
of the skin ended up very thin and I think it looks worse than it
would have with a bigger "bump." I recommend using a scotchbrite
roloc pad in a die grinder to "round" the top edge of ANY
overlapping skin. The QB kits come this way and look very good. I
wish I would have done it when I built my wings and worried less
about beveling that corner as the plans say.
