I know I have to wait until I have the engine mounted to attach the
cowling so that I can position it to the engine output, but is there
any reason I can't rivet the fuse side piano hinges so I can put the
last few rivets in the fuse and get it ready for painting?
Also, someone told me to install more than the .020 spacing between the
hinges and the firewall flange. Should I?

In a word NO !
I had to reduce the shims on mine and until you have bonded the other part
of the hinge you cannot be sure what the final level will be.
