Where's a good place to find a complete builder's toolkit without
having to buy them all new?
I'm planning to start a 7A "real soon now" and have been looking for
tools. I would think that there would be lots of used tools on the
market from folks who have finished their planes. But I haven't
found them yet.

That's what I thought when I started, but the truth is most folks keep their
tools. You'll still need to do small repair jobs, mods, etc even after your
RV is built. Of course many of us will want to build another, then another
RV.
It's been said before (a lot) but, 'you'll be spending a lot on your
aircraft, don't scrimp on the tools!' The 'extra' money you spend here will
pay for itself in the end.
IMHO - bite the small bullet - get new tools.
There really aren't a lot of tools you would be able to pick up used anyway.
Maybe the pneumatic squeezer or rivet gun or drill but beyond that you
probably wouldn't find that much available. The only used cleco's I've ever
found (when an AP was retiring) looked like you needed a bio-hazard suit to
handle them. Check the achieves there is some mention of places you might
be able to find a rebuilt pneumatic, but honestly I wouldn't advise trying
to save money there either. I sprang for the 'extra' bucks for a Sioux
drill and rivet gun - I haven't regretted it at all!

eBay, surf eBay. I printed the tools needed list and went shopping at eBay, got some great deals on clecos, drills, rivet gun, tool box, a nibbler. the stuff is out there, do some surfing. You may end up getting a box full of tools at a great price and not needed some of them, sell em! I bought about half my tools this way and was pleased with the result. There are a couple "e-Tailers" there too, you find the stuff you want, but be patient and look around. It took me about two months to collect most all my tools, I still bought a bunch new, but saved a couple hundred bucks.

Ebay can outfit you in no time for a good deal, usually. Be sure to go
through a tool catalog and see what the new prices are. You'd be surprised
how many jokers pay new price or higher for used stuff.
